Born in Miami, Florida, Andrew Rand has been a Peoria resident for more than twenty-five years. Andrew attended the public schools of Miami-Dade County. In college, he became a licensed paramedic for the State of South Carolina and received his Bachelor of Science degree from Clemson University in 1986, majoring in Finance. After graduating, he went on to manage a small for-profit ambulance provider in Anderson, South Carolina.

Andrew found his way to Peoria as the result of a local effort to improve ambulance service for Peoria hospitals. He is the CEO of Advanced Medical Transport, the largest downstate provider of ambulance services and critical care patient transportation in Illinois. In 2013, Andrew received a national award for EMS Excellence from Pinnacle EMS, a national leadership honor.  In addition, he received the 2015 Peoria Mayor’s Community Leadership Award and the 2016 Greater Peoria Chamber of Commerce Community Wealth Award.

Andrew is known for striving to better the lives of those in his community and in 2008 was elected to the Peoria County Board, now serving as County Board Chairman. One of the board’s tireless workers, Andrew frequently volunteers for the United Way, as a board member for Heartland Community Health Clinic, Carver Center, WTVP-Peoria Public Television and the Creve Coeur Club of Peoria.
